Never seen this ribbon on a ww1 victory medal, no damaged or tampering to ring. Wouldn't that have marks if someone added this, any thoughtspost-11207-0-68779400-1460680089.jpg

Could be a state or local award...lots of those after WWI

 

Yes, lots of state and local WW1 service medals given out and that ribbon designwas certainly used, but using the Federally issued WW1 Victory Medal planchet? I think not.

Agreed, this is a standard ribbon used on many of the local town/county WW1 service medals. The question is, how and why did it end up on a victory medal?
