Unknown Rock Island Arsenal Leather 1905

I've had this laying around since I was in high school.

 

Can anyone tell me what it is?

 

It is marked RIA 1905 and has cuts for a belt or strap on the back. Currently held together with what looks like a WW2 leg strap or shoelace and the remains of what could be the original leather.

I had been suspecting it could have been GI made, but what was it before?

Always looking for WW1 28th Division; anything, papers, field gear, uniforms, etc.

In my opinion the question isn't what it is (it could be anything), but what it was (and it could have been almost anything). I agree with those who say it is homemade from a military item.
