The kanji above that right under the flags looks like maybe 歓迎 (welcome/reception). 中華民國二十八年 is Republic of China calendar and equals 1939. The flag next to the Japanese one was being used by the Provisional Government of the Republic of China (1937-1940) and the Reformed Government of the Republic of China (1938-1940) at the time.
