You can, of course, do whatever you want with it, but if the ribbon rack is the original one, then he obviously did not know the correct orientation or simply made a mistake. I've seen all kinds of things like this and believe it or not, mistakes happen. I've seen field grade officers working in the Pentagon wearing insignia the wrong way.
