Help with identification of this Post or Camp

This picture was found in the Jacksonville, Florida area. The Post or Camp seems abandoned even though there is military activity and an American flag flying. The buildings all have windows broken out and roofs are in need of repair. The soldiers seem to be wearing Spanish American style uniforms. Does anyone have any ideas as to the identification of this Post/Camp. Thank you all very much.

Thanks Jeff. I have looked in those areas before, but I will be looking again. The Jacksonville Historical Society is looking at Camp Cuba Libre, but I do not think it is. Camp Cuba Libre had 29,000 soldiers.

MILITARY CAMP FINALLY IDENTIFIED

 

First permanent camp for Florida State National Guard Troops

 

 In May of 1907, the Commission appointed to select and recommend
suitable ground for a permanent camp site for the Florida State troops
submitted their report to the State Legislature.  The commission, after
careful investigation and full consideration, recommended a three
hundred acre tract of land at Black Point on the St. Johns river called
Philbrofen.

 

The camp was taken over by the Federal Government in 1917 and renamed

Camp Joseph E. Johnston (Q.M.C.).
