Help identify ~1900 hat emblem in old photos

I've obtained some glass plate negatives taken in the Chattanooga, TN area. I'm looking for any clues that can help identify more information about the photos.

In one image, ladies posing on a rooftop are holding /tipping military caps with insignia I cannot identify. They are a variation of CPO insignia shown in these forums, but without the 'N' in USN, and are at an angle.

In other photos, they are wearing what appears to be an Army Field Hat(?).

Other photos in the group suggest dates of 1898-1902.
