Spanish American war era dog tag?

I just took a chance on this one for $12. I'm thinking military because of eagle and flag?!? Not sure. I'm not so good with this era.

 

Did some research and found the man. But for the life of me I can't find whether or not he was a veteran.?

 

He was African American and was born around 1875 and was from Newport News as the dog tag says.

 

Any ideas?

Alright cool! Got thrown off by the eagle and flag, but maybe issued during his ship building?

 

I think I saw in 1918 he was listed as a shipbuilder? Is that right?

I believe these patriotic tags were all private purchase and not issued. Most often used for gear, luggage and key ID.

 

 

He was listed as a fitter in the Shipyard.
