ARVN Navy Advisory Pocket hanger? Can you ID?

I recently acquired this with a theater made River Assault Squadron 15 patch. Does anyone know what this pocket hanger represents?

It'll be a Vietnamese Navy Training School or the like usually worn by U.S. Advisors while within the school to denote them as an instructor/advisor. Kinda like a hall pass worn while on the property to show you belong there.

Bob, that's right.....I glossed over that detail.

 

Worn as a pocket hanger because they were usually there for a short time on temporary/intermittent duty.

That is rather uncommon, especially with the anchor signifying Navy.

 

Agreed.....I couldn't find a match in all my scans.
