As you know, Rota is - or was, I don't know if it's still around - a US NAVY base in Spain. There was a small US Air Force contingent there, but it's mostly Navy. The label hints to civilian, no NSN or contract numbers, military stuff rarely has the civilian company name and address like that. The wire post do not look like anything I have ever seen in the military, those look civilian. Unless there is some other markings that identify it as military, I wouldn't think it as such.
