OG-107 Cap, Hot Weather 2001 contract?

Anyone have an opinion on who would have still been wearing BDU-style patrol caps in ripstop OG-107 in the early 2000s? Pattern is identical to the woodland hot weather cap.

Outside of some State Defense Force somewhere, likely not in the military.

 

Could have been almost any federal agency though. I have only been in federal LE since 07, so I am not sure what the story was before that, but between my agency and I those I have worked with, I have seen items from about every imaginable apparel and protective gear NSN series kicking around still in service somehow, somewhere.

Did some additional digging but no closer to an answer. The color is Camouflage Green 483, not OG-107 although the color matches very closely.

 

Atlas produced a woodland hot weather cap under the same mil-spec but with different NSN's. To eliminate the size difference, the Atlas Woodland cap in size 6-7/8 for this contract was:8415-01-393-6293
