The seller remembered the first name of Mike but couldn't remember the last name until I found Mike S. written on the back of the custom ribbons. She remembered the last name of Sheppard once I went back and asked her. I couldn't find anything for a Mike Shepard on the Internet as probably it is too common of a name. The only other info I have was that he served aboard the USS Southerland. I've never seen this type of rating before which looks like they combined a mail clerk with a cryptographer.
