Gold on Black Chevrons - Military or Civilian ?

Nicely constructed Yellow/Gold stripes on a Dark Blue almost Black background. 3 1/2 x 3 1/2 inches. Are these military or civilian? Like a Police uniform or something similar?

Cavalry army corporal chevrons

 

Mostly used on M1902 blue dress uniforms and later version of 1936 un changed until 1950s when the Enlisted men Blue dress changed for the new version with a gold common color for all branches.
