ID of this Uniform and period

That photo is more like 1920- or thereabouts. It looks to date roughly from 1911-1921.

 

I don't recognize the 'VS' badge, but it may be for the Vermont State Guard?

I'm thinking pre-WWI. It looks like he has rimless buttons and the tops of his leggings look to be a pair of the M1907 with the long strap that wrapped around the leg.

Pre-WW1.....circa 1905-1910 would be my estimation.
