In Hutchinson's memoir "Bluejacket". He said that a new skipper of the South Dakota arrived and had all the men formed up. He inspected the uniforms and told the men that if they had floppy uniforms to go and get them tailored. When one S2c said he could not afford it, the captain pulled out his wallet and gave him the money.

Again, lots depended on the command. My dad was on a heavy cruiser in Shanghai at the end of the war. Only regulation, as issued was allowed. Even the fancy stitched rating badges was enough to get you on report and keep you from going on liberty. He was on a carrier where Liberty cuffs were strictly forbidden. His BB and DD, no one cared, the LST and AR, every one had tailor mades for Liberty. It's just how your CO & XO felt about it and how much they felt like enforcing a random Regulation. I'm told it was on again/ off again with the permanent Shore Patrol in San Diego as to weather they would round you up and send you back to the ship

. And having an ISSUE uniform tailored is not the same as having a "Tailor Made" uniform. Having regulation issue uniforms tailored is/was very common.
