do you think that it was done by the marines or not?

 

It was probably done by a Marine, most likely the one who wore it, but it was not done by the USMC officially. You could buy the iron-on insignia sets in the PX. I've seen plenty of Marines who put emblems on their PASGT helmet covers using the iron-ons from the set.

I wore one of these exact vests (sans EGA of course) when doing armed brow watch on CVN-73 when I was a Airman in Weapons Dept.
