Received this one today with an insignia lot. Absolute out of my collection's focus I would like to ask you:

1.) US?

2.) Military?

3.) If so, what rank and branch?

Reminds me of the CPO rates from the TV-version of "Voyage to the Bottom of the Sea".

 

Probably foreign or unfinished. I want to say a Central or South American navy used something like this.

Yeah I think it is an unfinished piece that was supposed to have a bullion Eagle and rating added.
