This will take a couple of posts, but I think I can help you post pictures with the photo uploader.

 

When you go to start to post a topic you will want to look to the bottom of the text box and see the button circled in red:

After clicking that, a box should appear that looks something like this:

 

(In this case the file I keep all of my helmet photos in.)

After that box comes up, you should locate the photo you are trying to put on the forum:

 

(The same as if you were putting it on Facebook or Photobucket)

To resize photos right click on the image and select "Open with- Paint" and you should see a screen that looks like this:

What I have circled in yellow shows the size of the photo, 4.6Mb much larger than the allowed 250KB. So to make it the proper size I will have to click the button that says resize, circled in red.

After clicking that you will see a box that looks like this:

For a file this size I will adjust the horizontal and vertical boxes to 25 from 100:

After you have done this your screen should look more like this;

Notice you can see nearly the whole image, and the size box has changed to reflect its new, forum appropriate size. The size box will only change after you save the photo, so make sure to do that before checking.

When you now go to attach the image, your screen should look like this:
