Unknown UNIS Marking?

Here is an unusual marking that I am rather curious about. The marking has been stenciled to a WWII sleeping bag cover. I believe that it is a "28" above a large "T" with the numbers "106" across the center of the "T." It is possible the top number is "1281" but I kind of think that the markings on each size of the "28" could just be excess paint.

 

Does anyone recognize this? I'd love to know the unit.
