I don't know who made them as the data plate is not readable in the photos I have seen, but certainly a U.S. Governement contract item. Manufacturer info would sure help narrow down the search. Not exactly sure about the overall diameter and height but you can make a good guess from the scale of the melmac coffee cup hanging on it.
