Justin B. Posted February 9, 2014 Share #5 Posted February 9, 2014 The rank is "Engineer," used in the Coast Artillery 1908-1920. Without the star it would be Assistant Engineer. They ran machinery plants in coast artillery forts. In 1920 they became Master Sergeants.
