Help ID Enamel Hat Badges

Need some help ID'ing these enameled hat badges. They both are signed, one is N.S. Meyer and the other is Vanguard. The marks appear to date them in the 1960's. Any idea what they signify?

They are not hat badges they are breast badges. They are Army Chief of staff badges. This officer has the badge on the far side Joint chief of staff badge and Dept. of defense badge on this side.

Originally, when these were adopted in the 1930's, they were called the Army General Staff badge. To wear it, an officer had to have attended and passed the Army Staff College at Fort Leavenworth, the be assigned to the Army Staff for a period of time -- 6 months or a year, I think. The schooling and tenure requirement is the same today, I think, but the badge is called the Army Staff badge.

From an Army source of information, the Institute of Heraldry website. Also look up the pertinent Army Regulations, 600-8-22, Military Awards on line for the criteria of award. Eligible Department of the Army civilian employees receive a lapel badge in lieu of a breast badge.

 

"The badge was first proposed by General MacArthur, while Chief of Staff, in a conversation with Brigadier General Andrew Moses, then Assistant Chief of Staff, G1, War Department General Staff, on 28 December 1931. Subsequently, the badge was designed by the Office of the Quartermaster General and approved by the Chief of Staff, General MacArthur, on 28 July 1933. It was announced on 23 August 1933 in War Department Circular No. 45 and award was made retroactive to 4 June 1920. Sergeants Major were authorized to be awarded the badge effective 30 September 1978 and the effective date for Warrant Officers was 22 August 1979. The lapel button for civilian personnel in the grade of GS-11 and higher was authorized effective 1 July 1982. The Army Chief of Staff, General Wickham, also approved a change in the name of the badge from Army General Staff Identification Badge to Army Staff Identification Badge. On 4 May 2004, the Deputy Chief of Staff, G-1, approved changes to the eligibility requirements."
