As requested from some member of this forum i show you the Army dress blue regs of 1937 that clarify many points not totally clear on army reg of 38, as per example the shoulder boards for WO and many other details.

 

the army reg of 1937 regulate the blue dress ''called'' m38, so the real final version of blue dress uniforms used during the ww2 until 1950s was adopted with the circular n. 72 on 6 November of 1936 and after better regulated with circular n.7 of 21 January of 1937, here below:
