What Country is this Rank From? (modern)

I bought a well used SOE vest that has a good chance of having been SEAL used and when I was cleaning it out I found this odd collar rank in the large right side pocket. if someone could ID it that would help me out a lot.

I could be wrong, but it certainly looks Iraqi to me.

It is an Iraqi warrant rank with the staff college stripe, post 1991 for the Army. Scott
