1919 USMC Officer Photo Wearing BB&B EGA's

Bought this on auction from a fellow forum member, a fantastic, large portrait of an unidentified Captain, dated 1919, wearing some beautiful BB&B collar emblems. Has a silver star citation device on his WWI Victory ribbon

Can't tell what the ribbon is, have an inkling who it may be, will let you all know if it pans out

Brig et al,

I am going to guess Belgium CdG or Portuguese War Cross. Looked at both the Montenegrin Silver Medal of Valor and the Italian War Cross but ribbons are not close. Hope this widdels down the list of potential officers. This is based on George B Clark's Book Decorated Marines of the Forth Brigade in World War I
