Help Identifying Unknown US Women's Uniform?

I have a friend that has found what she believes is a US women's uniform. It looks circa World War I to me, but I don't know my WWI uniforms very well at all. She would like to confirm what it is before she purchase it if she can. They look like a matched set to me. Can anyone here identify these breeches and smock? Any information and insight is greatly appreciated.

Probably a civilian WWI era nautical type uniform. Very popular for women to wear.

The smock does look like a navy jumper of some sort.

My first thought at looking at this that it might be a factory worker's uniform.

 

The color is very drab. The "nautical themed" clothing from that era was typically more ornate... stripes, stars, etc.

Have you googled the maker's tag?

 

If I get some free time tomorrow, I'll do some digging to see what I can come up with.

 

I have seen something similar, but I can't remember whether it was a museum catalog or website catalog.
