shoulder officer rank insignia placement regulations for WW2

Were there any regulations on how officer's shoulder rank was placed? On all examples I have it's all the way down, centered in the bottom stiched "X" area. Could it be placed let's say up in the center half way to the button?

Yes, there were regulations covering where rank could be placed. The examples you show are correct.

 

Unless its a generals star, no, it can not go in the middle. This is the number one reason why WWII US Army officer rank was almost never made in clutch back, as pin back insignia is the only kind that will fit on 99% of WWII officer jackets.
