Presidential Service badge with gold stars prototype or copy ?

I received this with a WHSB and JCS sterling, DoD sterling and Honor Guard sterling.

All best quality and old items.

 

So I'm thinking this could also be a old item, like a prototype.

I received this weekend a package with a PSB for my collection.

The PSB has gold stars and is marked on reverse "ANTAYA GI".

I think these are prototypes at creating the PSB before they decide the stars should be silver.
