The thing is made of one piece of thin metal and it's stamped, which doesn't look like the standard Air Corps winged prop. The shape is somewhat different also. I have a piece that looks just like this and it's too light to be regular uniform insignia. Lots (& I do mean LOTS), of this type thing was made in the WWII era and before.
