There was always a real old one, usually a Major, who was usually skinny as a broom, gray haired and grouchy, who spent most of the time yelling at the enlisted troops on sick-call. Nurses performed many different roles in the old days ie: blood /urine testing, mixing IV meds, dispensing oral meds.The other structure may be a part of a medical complex or some other related function. Those old pre-WW2 structures were, and maybe still are, in use for years after th war .
