ItemCo16527 Posted July 6, 2013 #4 Posted July 6, 2013 It's a civilian European-African-Middle Eastern Campaign ribbon. It was awarded to members of the American Red Cross if I remember correctly. Not sure what other civilians or civilian organizations would have been entitled to it.

I think it was awarded to US Government civilian employees. Whether Red Cross workers qualified, I don't know.

atb Posted March 21 #10 Posted March 21 It is identified in National Geographic Society's Insignia and Decorations revised edition of December 1, 1944, as the War Department civilian award for overseas service in the European-African-Middle Eastern Theater. There are also ribbons for overseas service in the American Theater and the Asiatic-Pacific Theater. There are no medals that go with these ribbons. They are ribbon only awards.
