It's a civilian European-African-Middle Eastern Campaign ribbon. It was awarded to members of the American Red Cross if I remember correctly. Not sure what other civilians or civilian organizations would have been entitled to it.

Arizona National Guard Honor Attendance Ribbon

I think it was awarded to US Government civilian employees. Whether Red Cross workers qualified, I don't know.

It is identified in National Geographic Society's Insignia and Decorations revised edition of December 1, 1944, as the War Department civilian award for overseas service in the European-African-Middle Eastern Theater. There are also ribbons for overseas service in the American Theater and the Asiatic-Pacific Theater. There are no medals that go with these ribbons. They are ribbon only awards.

No, it's  the civilian EAME campaign ribbon.  The Arizona ribbon does not have horizontal stripes and the vertical stripes are wider.  See here:
