The wearing of vests, and kit, etc.. can be summed up in a few words. After having been embeded as an advisor, living and operating with all the frustrations that come with, it boiled down to a few words such as lazy, to uncomfortable, and lack of discipline as we in the western world recognize. They cried, and cried for kit such as we have and we provided at much cost. Only to have most of it tossed into the rubbish piles that abound there. The excuses were always the same.." Too heavy", "Too hot", "It was stolen", etc.. Give them something as simple as a new pair of boots, and the next time you see them wearing them, they had removed the strings to wear them open and flopping around because they are "too hot", etc.. Although, that was in the early years of OIF, looking at things now, they seem to have gained some discipline in kit and accountability.
