japan bring backs from occupation what are they?

This just got donated to our museum and the person who brought it in said her grandfather sent it back from his time in japan, and they're some sort of good luck charm?

Anyone know what they are for and if they need to be in a certain order or position?

Any help is appreciated.

Here in the Camp Pendleton and San Diego areas, every other estate sale seems to have an abundance of Asian items brought home by sailors and Marines in last 68 years. It's a real art to tell the good stuff from the tourist trinkets.

Its similar to the seven gods, as in the size and general shape. And it looks like someone took their time with it, as it is really high quality, but I'm no expert on this. Maybe the all represent something? I'm not good on japanese culture, and dont know how similar it is to chinese beliefs and culture.
