I believe "Zanol" was a brand sold door-to-door. It's a neat patriotic themed item which could be considered private purchase. The tin is about the same as the issue WWI tins. It is Manhattan - Peerless that has had a Nathan label added since it is part of a Nathan Hygiene Kit from the WW1 period. I actually have two slightly different Nathan kits combined in one set of photos so I will add them all.
