Anson Mills Cartridge Belt

I just bought an Anson Mills cartridge belt at the flea market today for $15.00. It is patented 1881, and features the classic buckle. On the buckle it is marked "Old Reliable" in an oval. What is the significance of that, some kind of state militia?

"Old reliable" was the nickname of the falling block Sharps rifle among buffalo hunters.
