USMC P41 and paint stains

I recently picked up a USMC P41 utility coat. Beautiful faded green... However, it has what looks to be paint stains on both sleeves. I've brushed them off as best I could but there is still a white residue left behind.

 

Any ideas on how to safely clean off the rest of the paint.

Not possible to remove dried paint, you will only make it worse. Grin and bear it.

Yep... That's what I thought. Careful brushing with a toothbrush has pretty much reduced it to a shadow of what it was.

You've probably done the best you can, but I've also had good luck scraping with my thumbnail or the edge of a knife. Regardless of what method you use, scrubbing or scraping is about all you can do.
