Burlap helmet cover that I think is German shipped stateside to

Mrs. William Cilley by Walter H. Jeffrey. Note the censor stamp and signature.

 

Jeffery's service record from the WW1 Vermont book is shown below.

 

Pfc Jeffrey, s/n 575914, was in Headquarters Troop, 2nd Cav.

To me it looks like the unique shipping package to ship a helmet and not a camouflage cover .....
