Its a water activated life jacket lite for the life preserver as the other member stated. When it comes in contact with salt water somehow it generates enought electricity to lite a small lite bulb which yours appears to be missing. Its 1960s or later. If the military ever did use them they would probably been on the life jackets in passenger aircraft for the passengers not the aircrew

Usually used with the LPP-1A life preserver assy. for aircraft passengers. The LPP-1A is a carbon dioxide inflatable assy. that

is kept in a waist belt pouch. The life preserver is orange in color and the pouch/belt are a gray color.
