When it comes in contact with salt water somehow it generates enought electricity to lite a small lite bulb which yours appears to be missing. Its 1960s or later. The LPP-1A is a carbon dioxide inflatable assy. that is kept in a waist belt pouch. The life preserver is orange in color and the pouch/belt are a gray color.
