Guess that is a lesson to research every named medal you get - never know what you may find. This is what I have found out about him (data from http://armyaircrews.com/cayuse.html listing KIAs of OH-6 Crews during the Vietnam War): 10 MAY 71 SP4 David W. Starcher [OB] Binh Dinh Province (Patch is of the 7th Squadron of the 17th Air Cavalry) C/7/17 CAV #67-16339 No details I was a little suprised to find out this medal was a Vietnam-Era Award from 1971, seeing that it is suspended from a (by then) obsolete Slot Brooch. It leads me to wonder if there are other medals out there named to Mr. Starcher? There should be somewhere a Purple Heart...and possibly others?
