The backing is fine cheesecloth as often found on 30s - 40s patches. I found it in an antique shop years ago and purchased it only because I had never seen it before. The aurora above iceberg design is very much like the Alaska Defense Command, without the seal. Perhaps a first design/prototype, Alaska National Guard or an iceberg patrol patch. Note that unlike the ADC patch, the aurora on this patch is red, white and blue. It is a very well made patch of complex design. I don't think it is a civil / travel patch. May be a Canadian patch.
