I used that exact line on a solider of mine once for the exact same reason (after I refused to sign him out at the MP station, I had to stand tall before the man for that the next day but it was worth it). My father who spent 22 years in the army told me to call his first sergeant. I would only do that if the soldier made a habit of not paying. But after the call it was only a day or two and the soldier was in the store with the money. I tried to work with them but after the third or fourth month of running them down I had to do something. The first sergeant was able to get their attention were I could not. I liked the Brigade (or Divisional) command colors in his office as well for the ficticious unit patch. I bet the active duty folks that helped on this movie probably suggested that little detail.
