Here's a one piece stamped example by Vanguard. The N is slightly curved, so, I'd say 1940's era.

Here's something interesting, they never specified that the anchor was supposed to be metal in the 1897 uniform instruction. I doubt there are any left out there but cloth anchor patches did exist.

This same picture "Circa 1900 U.S. Battleship Texas Chief Petty Officers" has the only picture of a band master Chief Petty Officer I've ever seen.

 

SPECIAL REGULATIONS.

BLUE CAP.

(a) For chief petty officers, except band masters (Pl. 1, fig. 1, except device).—Dark navy-blue cloth, band of lustrous black mohair; visor of black patent leather, bound with same, green underneath; chin strap of black patent leather one-half (1/2) inch wide, fastened at the side with two small gilt navy buttons, and provided with one gilt and one leather slide. There shall be two small eyelet ventilating holes in each side of the quarters. The device shall be the letters U. S. N. in silver upon a gilt foul anchor.

This same picture "Circa 1900 U.S. Battleship Texas Chief Petty Officers" has the only picture of a band master Chief Petty Officer I've ever seen.

 

Cool picture, but I'm not 100% sure he's a bandmaster. He's way back, not posed with the group, and the cap with the lyre was worn by all musicians. At that time, navy bandsmen's uniform, including bandmasters, was more similar to USMC blues. Could be the bandmaster, could be a band member who "photo-bombed" the goat locker picture!

 

At any rate, it's a fascinating photograph and thanks for posting!

You’re right, but that mustache rivals any Chief I ever saw! I've never seen that cover or device, other than this picture.

Agreed, the 'stache is quite a statement! I haven't seen photos of that kepi-style cover, either, but here is one with the bell-crown type from the Navy History and Heritage Command site:

The bandmaster, center with baton, still doesn't wear the anchor device. I think it was 1913 when "except bandmasters" was removed from the regs regarding the CPO cap.

The O/S cap insignia introduced in 1944 is a little larger than the collar insignia, which I have read was not used before 1959 although I have one by Vanguard with a drop in catch that looks older to me.

The O/S cap insignia introduced in 1944 is a little larger than the collar insignia, which I have read was not used before 1959 although I have one by Vanguard with a drop in catch that looks older to me.

 

The collar anchors may have been authorized a little earlier but they don't appear in regulations changes through 1958, then they are in the uniform regs of 1959. Official dimensions were to fit in a 15/16" circle for the collar insignia, a 1-1/4" circle for the garrison cap device.

Here's the newest acquisition, I'll have to start paying closer attention to markings from this point forward. I've always just looked for something I didn't already. This is all pretty incredible reference material, wish I'd have found this site much sooner.

This is a very enjoyable thread for me, I think there wasn't non-gilt, silver version (for the Ernie King Gray I believe) example shown. This one is marked sterling with the H&H Eagle (Hillborn & Hamburger).
