Here is a printed cloth pattern that a sailor would either embroider themselves to a piece of wool cloth or take it to a civilian tailor to be embroidered. Here are two such embroidered rating badges and another for a Sailmaker showing a fid, a large needle for sewing sailcloth with a clew.
