The second picture shows it next to a sterling silver eagle my father bought in 1970 when he was promoted and the differences are obvious. Longer wingspan (1 7/8 inches versus 1 9/16 inches), head up versus head straight, short legs versus long legs, two and half rows of feathers versus three rows, and maybe a few others. I saw one like this on ebay that said this design was 1927-1941, but it was sterling and this eagle has no marks of any kind.
