Unknown ASU torture hangman's patch

This patch was also on the same 1970s windbreaker jacket as the 'Headache' patch I am also trying to ID. The resident Latin expert in my family has told me the motto says either "Those by whom torture is made known", or "Those by whom torture is inflicted", or "Those who inflict torture". I am not sure if the letters across the center are ASU or ASV. Any ideas? Thank you very much.

Possibly a Navy Submarine type , or an Aircraft Anti Submarine unit , seeing as it has the word "Aquibius" (Aqua)? and the leters "ASU" anti sub unit ??????????????

ASV could stand for Air to Surface Vessel (radar).

Your patches look like novelty or fraternity patches. ASU could stand for Arizona State University.

Possibly VS-22 related , they had a "similar" patch that had a submarine in the noose and 4 stars around the noose , and they were an "anti-submarine unit

Direct translation of "Narrus" is 'detect'.

"Cruciatus" is 'torture'.

 

Can't find a direct translation for "aquibius" although it is a form of water, possibly 'liquidate'?

 

'Detect, Torture, Liquidate" does sound like an ASW unit motto, but I can't find it in english or Latin.
