I,ve been thinking about this for years and thought I might find an answer to this quetion in regards to Bronze Star awards during the course of the war.

Question: the Bronze Star became available in July 1944, were there any retroactive awards of this medal made to serviceman for any combat actions or meritorious activities prior to the July 1944 adoption date, in example, lets say a 43rd Division GI out in the Pacific was awarded one retroactively in July or August 1944 for actions he performed on New Georgia the year before, would this be something that occured in those days ?

I don't know how frequently retroactive awards were made, but yes, Bronze Stars were issued for actions prior to 1944. Here's a WDGO authorizing a Bronze Star to an Army officer for heroism in the Philippines during March 1942.
