.30-06 Last Round Made 1953 SL

I purchased some old .30 cal ammo and this round was in the pile. It has engraved on one side: LAST CARTRIDGE MADE AND ON THE OTHER SIDE: ST. LOUIS ORD PLANT. The cartridge case is not drilled out for a hole for the primer to work, therefore it cannot fire. The headstamp reads SL 53. There is also a hole drilled on the side of the case. Are these common when a plant shuts down?

That's really neat! I've never seen one before...

 

Interesting that it was found in with the other ammo...
