I have a decent Fixed bail M1-C helmet, with the chin straps partially rotted off one side and completely off the other side. I have all the parts.

 

What should I do?

it would be a good candidate for a restoration since not much is left of the original straps, you could have repro para straps professionally sewn on.

 

or leave "as is"

I tend to be a purist, and if it is a WWII M1-C, I would stabilize it the best I could and leave it alone. My reasoning is this. Any typical fixed bail pot could be restored and crafted into an M1-C. Yours is truly an M1-C as indicated by the remaining straps. In years to come, reproduction pieces and restored lids will be many, relic condition M1-Cs will be (and already are) a tough find. With its condition, you actually have provenance of its originality - you can't get that back if restored. Just my two cents.

PS- I know many folks enjoy mint condition items, but prices have skyrocketed on relic pieces as well.
