That is what I figured it was when I saw the medal before he posted the document. Knowing If it's an Army GO will confirm my suspicion. I have been doing some digging and it looks like the Army Presidential unit citation was giving to the 40th ncb for the time period of Feb.-4 March 1944(Los Negros Island). I did find : http://www.first-team.us/journals/engr_bde/08_ndx05.html Also you can see in the picture the navy commander is wearing the army presidential unit citation.
