I'm putting my rates in plastic 2 pockets pages. Still not done.... To answer your question that rate is a navy counselor. That's the "correct" way, the arrowhead is supposed to point forward, the same direction the eagle faces. The other direction is just a manufacturing variation. After a couple visits to Teamski's house I made the switch to all of my patches / rank / rates / etc onto comic book backing boards and into plastic sleeves. This 2nd Class with gold is an indication of that problem. If he didn't make first by 15 years of service...he'd have been done. You can still retire in the navy as an E5 as long as you came in before 1998.
